Mainly warriors

Outcasts (for one reason or another)  from The Hob Empire, so use standard Hobgoblins.  They have set themselves up as the Paria Town Guard many years ago, and have not been challenged yet.  They impose a very simple legal system, based on the simplest forms of Hobgoblin Army Camp Law and incorporating a number of 'fees'.  However, they tend to enforce those laws brutally.
