The following people own land in Croston -  and therefore have a say in elections, decisions etc ...

  * The three Adventuring members of Golden Dawn.
  * FFTC -  The docks & warehouse -  is this an individual?  Or the corporation?
  * The Golden Billet  (2 watch towers – plus an accommodation block).
  * Erastil’s Church - the only real church in Croston.
  * Members of other Venture Companies?  Perhaps one of them is the FFTC member?  or One owns the tavern?
  * External Investors?  The  sleazy landlord from Finaroka?  The FIG and/or Lady Christiana? 
  * The King of Stilan?
