Senghor: (Metropolis, Pop 26,430) Government by Council (N). This metropolis has a large secure harbour and one of the best markets in the area. Although it is not part of The Shackles, it is pirate friendly, but does not tolerate slavers of any type. You decided to use the House of Greenteeth, run by a half-orc called Yuthric Greenteeth, as your broker. You know he is a cleric and ex-sailor, and has treated you fairly. He can handle hostages, plunder and ships that you might have for sale.

Quent (Large City, Pop 12,560) Quent is the second-largest settlement in the Shackles after Port Peril. It is on the north coast of Motaku Isle, the Shackles' largest island. Sheltered from the storm by the large barrier islands of its picturesque bay, Quent is known as the finest deepwater port in the region. Moreover, Quent is also known among the sailors as the liveliest and most welcoming of the ports. Ruled by the Pirate Lord Tessa Fairwind.

Drenchport: (Small City, Pop 9600) The city of Drenchport is on Tempest Cay in the Shackles. Its proximity to the dreaded Eye of Abendego means the city is constantly lashed by storms. The city itself is constructed from driftwood and the remains of wrecked ships. Drenchport's most infamous tavern is the Drowned Dwarf. It serves surprisingly tasty black kelp beer, but is notorious for its very high murder rate. The ruler of Drenchport is the pirate lord known as the Master of the Gales.

Little Oppara: (Small Town, Pop 1365) In this opulent town, fine taverns serve delicacies from across Golarion, and richly attired men and women frequent plays, operas, and other sophisticated entertainment at the famed Blooming Rose Theater. One could easily forget this is a pirate haven and instead mistake it for a small city in the very heart of the Taldan Empire.

Goats Head: (Small Town, Pop 470) boasts a population of over 400 souls, with three taverns, a pair of inns, and a half-dozen big warehouses. It sees its share of merchants anxious to barter for stolen Sargavan goods at bargain prices, and it is also rumored that the Pathfinders have some interest in the town as a potential base of sorts, though their reasons have not yet been made clear. Goatshead is a rough place. As for government, the town charter is affixed with a dagger to the wall of its oldest tavern, Walleye’s Rum Room. Scrawled in the childish script of a semiliterate, it reads, “No lawss, nor lords, evry won is hez oon mastr—We ar the lass baschun of freedym.” It is signed by three very shaky X’s, a testimony to the education of the founding trio as well as their intemperance.

Rickety's Squibs: (Village, Pop 77) The village is a dedicated shipyard, famed far and wide for its ability to repair, upgrade and change the looks of ships.

Windward Isle: (Hamlet, Pop 20 + 35 crew) This small fortified settlement is Home to Kaleb and Lady Smythee, their household, Thresher and her crew.

Crab Island: (Hamlet, Pop 20 + 14 crew) This small fortified settlement is part of Lady Agasta Smythee's holding, reclaimed by the party and home to Golden Brown and her crew. It is occasionally used as the Party's base.
