-To the west of the Hann Sea, West Telida is one of the most developed areas in the Hann territories and ruled by the Tannery Council.  The main movers on the council are the Dukes of Serise, Krote and Momir - who each have a number of barons sworn to them and exert political and fiscal control over large swathes of land.  Recently the Prince of Faran, whose city is part of the main empire trade route, is starting to gain some influence.
-The Tannery Council is chaired by a Cleric of Connor, who is also Archbishop of Tannery Cathedral and senior Hannite Cleric in West Telida.
-West Telida is governed by rules and laws that are applied fairly to everyone.  So long as you know your place in the order of things and don't break the laws you will be just fine.  That doesn't mean that people can't progress, those who gain advancement legally are celebrated and feted - especially if they achieve success as businessmen.
-Trading laws and requirements are quite strict, but seen as fair - many of the population are happy that they are not sold adulterated grain, that the bread isn't bulked out with chalk and that the beer isn't watered down.  Wealthier traders are  equally pleased that their suppliers are bound by the rule of law, and that the courts will come down hard on fraudsters, charlatans and other nefarious business types.
-This is a mature state with secure borders - not a good place for adventuring.
