Managing the Empire

Every organization must have a management structure, and that is true of the Hann Empire. While it is called an Empire, it doesn't have an Emperor to rule it, nor are there rules about how every single state and nation will be run. However, broad policy and minimum standard are set by the Empire Council, although its most important function is to manage trade agreements and mutual defence. It has two major tools to help with that, The Raven King of Arms and the Lex Gasgana.

The Empire Council - Members, Power Blocks and Politics

Noble Titles - as recognized by the Raven King of Arms.

lex_gasgana - the legal framework, used or recommended, throughout the empire.

The Military - While individual states have their own military forces, the Empire troops provide the glue that holds them all together.

The Imperial Estates are extremely limited, two large naval bases and ambassadorial enclaves in major cities. The enclaves are overseen by a Vice-Governor, who acts as the Imperial Ambassador, but does not have the authority to act autonomously. Staffed mainly by administrative personnel, each enclave has small military and naval detachments assigned to it. The Vice-Governor can come from any of the three service arms. Then Military detachment normal consists of Civil Guard, with a small detachment of Imperial guards. Naval detachments will often include a few local patrol vessels, to suit the water that is available to them. (Ship’s Boats, Light Galleys, Cutters)

The two Naval bases are set on islands, and under the command of full Governors who are capable of deploying their fleets, without prior authority from the council. Westport sits at the southern end of the Far Coast, while the Eastport is located on the most southerly of The Farran Isles, off the coast of West Telidia. These bases host the deep water vessels of the navy, where they can be deployed to defend against attacks from the south, and deployed to patrol the deeper waters found in the middle of the Hann Sea.
