So what about powers, deities and hero-gods that aren't haven't made it yet? These are the 'citizens' of the immortal world. Some roam the planes, some have homes somewhere, others might serve deities or even philosophies. They don't grant spells, although some may deliver spell casting abilities on behalf of a patron.
