The Urban Hinterland

This guidelines are designed to work with Paizo's 12-mile hex maps, which means that each Hex contains something like 225 square miles of territory - which is a decent chunk of land. For simplicity, it is assumed that smallholdings, farms, fisheries and any other suitable Rural Developments get built as a side effect of general Urban Development. The hinterland is actually a patchwork of Villages, hamlets and thorps, surrounded by fields, orchards and fishing boats, even though you don't gain the benefits that you would if they were built in Rural Countryside.

Most hinterland development is out of your control – however you some control of the area around your town or city. For each Defensive Point you have developed in your town, you may build one Hinterland development. There are the same as Rural Advanced development and may be retained if a village you have developed turns is upgraded to a town.

NOTE: Like all villages, these specialized settlements are restricted to three plots and size 6.

Hinterland Developments

Advanced developments are all about making more sophisticated use of the local resources and specialist knowledge, and are effectively small specialised villages. They can only be built in a hex that already has a a Primary Settlement - it doesn't have to be a fully settled town or village, but it must be capable of development . They start with a Villa - it provides a home for the Expert who runs the place and offers basic defence for the new expensive resources that you are bringing in. Once you have that you may develop up to three appropriate buildings. A mining village, for example, might want a smelter or a smithy (both craft workshops) - a Ranch might want an Animal Trainer (Craft workshop) while a Vineyard might want a Winery (Brewery).

  • The number of Special Developments is governed by the Defence value of the primary Village, which must have at least Defence+2. A primary defence of 2 allows two developments, primary defence of 3 allows three secondary villages and a Primary Village Defence of 4 allows four developments.
  • Advanced developments must always have a lower defence value than the Primary Settlement.
  • Like any other settlement, it must retain a balance between Economy, Loyalty and Stability.
  • Mine – A Mine can only be built in a Resource Hex that contains known deposits of a mineral – a metal ore, gems, coal, salt or something similar - you can't just build a mine anywhere. When you spend the 3bp building cost you build a Villa and a mine entrance. The Villa provides a home for an expert miner, who understands how to get the best out of the mineral source, and provides guards for the mine. The Miner and the guards use the Mine Entrance oversee access to the mine and control what happens to the ore (etc) that the mine produces. Once the mine is established, you can develop it as a small Secondary village, adding village developments as you leverage the mines output. A Graveyard, a Smelter (Craft Workshop) and a Smithy (craft workshop) would make a good small mining village.
    • Cost to build: 3bp
    • Restrictions: Minable Resource hex that contains a Primary Village.
    • Benefit: Stability +1; +1 defence;+1 economy per turn (as a Resource Hex, it still reduces consumption by 1)
  • Ranch – A ranch can be built in a Plains or Hill Rural Hex that contains a Primary Settlement - it doesn't have to be a fully settled town or village, but it must be capable of development . Your initial investment gets you a Villa that provides a home for an expert Animal Trainer (or you), who understands how to get the best out of the animals, and a contingent of guards to ensure they are kept safe. The Animal Trainer and guards oversee the basic development and training re-skinned as for a specific animal trainer will allow you to manage more sophisticated training for the given animal type, as they come with the appropriate kennels/ aviaries/training rings etc.
    • Cost to build: 3bp
    • Restrictions: Hill or Plains Resource hex that contains a Primary Village.
    • Benefit: Stability +1; +1 defence; economy +1
  • Vineyard - A Vineyard can be built in a Plains or Hill Rural Hex that contains a Primary Settlement - it doesn't have to be a fully settled town or village, but it must be capable of development . Your initial investment gets you a Villa that provides a home for you, or your Viniculture specialist), who understands how plant grow and harvest the grapes. Once the vineyard is established, you can develop it as a small Secondary village, adding village developments as your ranch grows. A Winery (brewery), Chapel and possibly a barrel maker(craft workshop) might make a good Vineyard.
    • Cost to build: 3bp
    • Restrictions: Hill or Plains Resource hex that contains a Primary Village.
    • Benefit: Stability +1; +1 defence; economy +1
  • Noble Estate - A Noble estate can be built in any Rural Hex that contains a Primary Settlement - it doesn't have to be a fully settled town or village, but it must be capable of development . If all you want is a hunting lodge, this is probably enough. If you want a proper country estate, you might want to add a chapel and (perhaps) some Park Lands (see Urban Civic) although you must be careful to keep your Economy, Loyalty and Stability in balance.
    • Cost to build: 2bp
    • Restrictions: Any hex that contains a Primary Village.
    • Benefit: Stability +1; +1 defence;
  • Bastion - A bastion is a secondary military building, often positioned to defend a specific location in the hex, such a gap in the mountains, a bridge over a river or a cave entrance. However, it might also be a way of adding outlying defenses to hex in a dangerous area. It can be built in any Rural Hex that contains a Primary Settlement - it doesn't have to be a fully settled town or village, but it must be capable of development . A Bastion is just a stand alone watchtower, that can be developed as a secondary village.
    • Cost to build: 1bp
    • Restrictions: Any hex that contains a Primary Village.
    • Benefit: +1 defence;
