 Each town is built like a fortress, divided into sections for the various companies that live there.  Each Company is composed of 10-12 units of military hobglins (50-60 individuals) who form a single company, under their Captain (the leader)  with an extra 50% non-military hobgoblins (as per the definition of a tribe in the Organization section on [[https://www.d20pfsrd.com/bestiary/monster-listings/humanoids/hobgoblin/|This page]].  The leader of the biggest and strongest tribe is Known as the Captain-General, who has four or five units (20-25 individuals) of Elite hobgoblins (F3) to reinforce his superiority.  The Captains-General of the towns come together to form the overall leadership, known as the Junta.  The Junta do little more that ensure that there is a peace (of sorts) between the towns.
