The Finaroka Company. Members of The Finaroka Company started buying businesses and land in The Finaroka Isles as soon as the original investors started to sell up. Some of the early investors were trying to cash their investments in, others found themselves overstretched, and The Finaroka Company managed to get some good prices. Before long they had a controlling interest in the Islands and appointed their own Governor - Lady Tara Briganda-Shay. A little digging, reveals that Prince Augustus Briganda and Lady Portia Briganda-Shay of Angasa & Galinia, respectively, along with the House of Shay from Porters Bar are the largest investors in the Finaroka Company. Smaller investors include The King of Stilan, The Sovereign Prince of The Complex (In the strongholds), and House Caratan, a noble house based in The Tannery States.
The Hann Navy, led by Commander Patch Yarboro, patrols the waters around Finaroka and across to the mainland, charged with protecting the assets of Empire citizens. However, they don't have enough vessels to patrol the area properly and longer patrols are sporadic. Commodore Yarboro regularly asks for more vessels, but has not yet received any. The Naval Commanders were against the idea, even though it was driven through council by the King of Stilan, and provide the minimum they can get away with.
Long term supporters
Temple of Abadar, have been part of Finaroka since the earliest days, as part of their remit to take civilisation and cities to the people. The FFTC are an independent trading group, owned and managed by its members, who trade all around the Hann Sea, and are well known for pioneering new trade routes. Fatima Bayani a successful merchant from the Razardi Islands, invested early and encouraged her fellow FFTC members to support the project. They specialise in the smaller, slower trade routes and are always looking to open up new routes for their members. They control the commercial docks in the in Finaroka and Croston.
The Golden Billet are an unusual mercenary group founded in Urgon, to provide defence and security to local landowners, rather than to fight wars for clients. Most are followers of either Abadar or St Cuthbert, while a few follow Iomedae. The deities’ motives may be different, and the members aren’t always the most religious, but they can all get behind the organisation’s main philosophy - a secure life with laws applied consistently. They are prepared to extend their influence deep into the colony - for a small fee.
Others
F.I.G are a secondary investment group represented, in Finaroka, by Lady Christiana, that act like a merchant bank or development fund. If you have a good proposition, FIG will lend you money - but it must be repaid with interest over the next few years. Digging a little deeper, will reveal that many businessmen and minor nobles are members of FIG, not large, or adventurous enough to make major investments of their own - but they are happy to hedge their bets via the FIG.
Golden Dawn are the original Venture Company who took on the task of creating the first settlement on the mainland. After careful consideration, they chose a hilly Island at the edge of the Mulcroft Delta, it isn’t the best place to build or farm, but it is a good place to get a foothold on the mainland. There were three principals, Sir Tyr Corlian (the current Mayor of Croston and a distant relative of the King of Stilan), Jade Shay (A sorcerer and a distant relative of the Governor) and Scun Kenyr (an experienced explorer and scout from Galinia) - who now control Croston, between them.
Hilo are the Venture Company behind the mines at Ozgryn. A mixed group of Dwarves and Humans (Treverii), who set out as adventuring prospectors. They are in debt to F.I.G. and possibly other investors.
