The colony is ruled by Lady Tara Briganda-Shay, daughter of two royal bloodlines but not in-line for any throne. She has four main advisors, who represent the four largest investment groups - they are very influential and control important aspects of Finaroka's infrastructure.

• Commodore Patricia ‘Patch’ Yarbro (F, 1/2orc) - Commander of the Hann Empire Naval Squadron based at Finaroka.
• Balan Bayani (M, Human) who oversees the FFTC contracts and incentive schemes in the region, is the governor’s senior trade advisor.
• Sir Pawlin Hardthorne (M, Human), Commander of The Golden Billet in Finaroka. Security Advisor with responsibility for policing and the Town Guard.
• Justicar Everard Oldbuck - (M, Halfling), leads the temple of Abadar in Finaroka, and is responsible for tax collection, as well as the proper application of the law throughout the town and its hinterland.

Her full court, for most social and business events also includes a number of secondary advisors.

• Vanta Caratan, (F, Human) is an old school friend of The Governor. She is from noble blood, a wizard and purveyor of Magic Items
• Lady Christiana (F, Human), Imperial Visbaroness and source of secondary investment funds.
• Sir Simmik Elrona, (M, 1/2Elf) - Housing Magnate.
• Lord Croston, (M, Human) leader of Goldendawn (the original Venture Company) and Ruler of Croston.
• Jade Shay, (F, 1/2Elf) member of Goldendawn (the original Venture Company) and cousin to The Governor.
