A well established confederation led by King Frederick VI of Stilan. Pelor, Abadar and Pharasma are the most prominent deities – which leads to a very stable and well organised nation that is at peace with itself. Ehlhonna and the Green Faith are the secondary deities, while most dwarves follow Moradin. It has a large Military College and a Magic university. Holy Isle also hosts meetings of the Empire council and has training bases for the Imperial Guard and the Imperial Navy. Holy Isle is very druidic, and is home to the Imperial College of Arms, that ratifies and records royal and noble titles – as well as their genealogies.

• Stilan - led by King Frederick IV from his capital at Stilmouth, the kingdom is administered as three separate hundreds, each managed by its own Count. The second city, Irilian, is inland. The most important deities are Pelor and Abadar.
• Melange - led by Imperial Duke Mes, Melange is a benign theocracy, based on agriculture and rural crafts. Mes and his local rulers are all priest of Pelor, although they do not ban other faiths or their worship, The Green Faith is, perhaps, the second most significant belief set here.
• The Complex - Led by Prince Googleplex, this small inland state boast a large Magic University at Twabeck. The rest of the state is very rural. Ehlhonna & Wee Jas (as an LN diety of magic) are the main deities.
• Rostil Island - is home to Imperial Lady Ryanne. It is small, and doesn't have a large population. Ehlhonna & Sivanah are the main deities here.
• Westland - is a wilderness estate led by Imperial Lord Froog, a Ranger. Pelor and Obad Hai are the main deities here.
• Byrnie - Set far up in the foothills of the Rostil Mountains, Byrnie is an independent mining town. Pelor and Abadar are the main deities here.
• Deep Delve - a Dwarf Minehold deep in the Rostil Mountains, led by Lord Gorwin. The dwarves here are all followers of Moradin.

• Holy Isle - located at the mouth of the River Stil, this is the home of Raven King of Arms Oliver Green-Barrel. It is a druidic college as well as The Great Library of the Empire, which holds the Empire's heraldic and genealogical records. The Raven King of Arms acts as arbiter for all imperial disputes.
