Little Oppara

Small Town: Population 1,365

In this opulent town, fine taverns serve delicacies from across Golarion, and richly attired men and women frequent plays, operas, and other sophisticated entertainment at the famed Blooming Rose Theater. One could easily forget this is a pirate haven and instead mistake it for a small city in the very heart of the Taldan Empire.

Built across a series of sea-stacks in the mouth of a wide river, Little Oppara is about 40 miles to the north of Tidewater Rock and Crab Island, and is the closest port town. The wealthier people, and their servants, live in houses and estates on top of the stacks, while the poorer people live in small homes carved into the rocks. The jetties and quays are all at the base of the stacks and, once you have docked, you need to climb seven or eight storeys through the stack to get out into the open air again - unless you can fly. On the way up, you pass homes, businesses and warehouses - and all the things you would expect to find on the outskirts (or in the underbelly) of a busy town.

Many of the wealthy residents are retired pirates, smugglers and slavers, who were successful enough to afford the high prices, although there are a number of active pirates who have a ‘Holiday Home’ here. Many of the retirees have invested in ‘businesses’ around The Shackles (and further abroad) that help to fund their current lifestyle, and they might own part of a pirate ship or run a smuggling or slaving organisation. However, they probably also have investments in more legitimate businesses such as Trade Houses, Shipyards or Inns. While their town is less rowdy than most, they are a tough and influential bunch.

As you might expect, Little Oppara is an expensive place, and just about everything costs about 15% more than book prices. Even the single Ships Broker charges 15% more for a vessel and tries to buy at a 15% discount.

Plunder here sells for 400gp per point, although (as always) you can try to negotiate to improve the sale price.
