-Whiterun is the administrative centre for the Vallani estates and the Vallani Canals that pass through them.  It relies mainly on  fishing and trade for its income, but is starting to develop a more rounded economy.  However, there is little civic infrastructure.

+**The Main  District**
+The heart of Lady Safia's holdings in Whiterun, you will find Lady Safiya's home, along with barracks for her personal guard and her main Merchant Wharf.  These are supported by Andoletta's Chapel, Yuelral's Shrine and a park.  It is also home to the Town's Hospital, Orphanage and a Three Ladies school.

+This district, is developing as a trade and merchant area, guarded by a second guard barracks.  It features Lady Safiya's second wharf, the WSM Serai and a mercenary guard company.
-  * **Whiterun Barracks** - units of the Vallani House Guard patrol the village and hinterlands.

-  * **Andoletta's House** - Grandmother Crow is a minor deity, and a proponent of respect, security and education.
-  * **Yuelral's House** - dedicated to the elven Goddess of magic, known as The Wise, who is patron to  magic users and jewellers.

-  * **Senas' Wondrous Arcane Goods** - sells a selection of alchemical and minor magical items.  The proprietor, Gaius Senas is treasurer of Vallani Holdings.
-  * **Vallani Trading** - House Vallani's merchant arm, trades from Restov in the north, right down to Tusk, and brings them to sale in the local market.
-      * //Vallani Jetty// - Now the canals have been opened, boats regularly visit settlements between Tusk and Restov - as well as fishing in the River Shrike.
