Foreign = Troops that can be sent to fight a war outside the Southern borders. Home = Troops that can be deployed (as a home army) to defend the Southern Region. Defence = the troops and defensive infrastructure that remains behind to defend their home town.

If there is no foreign war - the Foreign troops can be deployed as a second 'Home Army'. If no armies are mustered - all troops are available to defend their home town.
