Brevoy is the sponsor nation for colonisation, and good, general description can be found on this page of the pathfinder wiki. As always, don't be surprised if some minor elements differ in detail from that reported in that general description. You know what rumours and newspapers are like. While Brevoy is seen as a unified country, in reality it is a series of Duchies and City States that the The king tries to hold together. Each Duchy or City State rules its own little area, under the crown, with quite a bit of wilderness separating them. The Duchies and City States themselves are rarely bothered, but the wilderness between them sees quite a lot of skirmishing between the houses. Gorum has to get his dues from somewhere, and the military need to get experience :)
